The panel interviewed the three firms on September 29. Interviews lasted approximately one <br />hour each. All applicants were asked the same questions by the same panel member. The <br />interview panel agreed the law firm of Jensen, Bell, Converse and Erickson would best meet the <br />City's needs at this time. They have provided quality service to the City of Roseville for many <br />years. They have an excellent reputation with the Ramsey County Courts. Caroline Bell <br />�ec�az� and Mitchell Converse have been recognized as "Rising Stars" by Minnesota Law & <br />Politics. Beckman serves on the Minnesota Supreme Court Advisory Committee, Rules of <br />Criminal Procedure. This immediate access to the Advisory Committee has proved helpful in the <br />past. Their law firm has a depth of attorneys who could provide back up support, as needed. <br />The panel was also impressed with the presentation by Hellmuth and Johnson, however, that law <br />fi�n lacks the depth of experience in municipal prosecution. Sl�ari Jacobus, the proposed lead <br />� attorney, has extensive experience working with the City of Roseville and the Ramsey County <br />Courts. She too has been named a"Rising Star" by Minnesota Law dz Politics. The panel felt that <br />Hellmuth and Johnson would be able to provide high quality prosecution service, but the ��a. <br />would have a learning curve to overcome and their 'bench strength' was questionable should Ms. <br />Jacobus become ill or otherwise be unavailable to provide prosecutor services. <br />Recommendation <br />This item is for discussion at your October 17, 2005 study session. At your October 24, 2005, <br />Council meeting, Staff will ask you to approve the ranking of City Prosecutor proposers set forth <br />in this staff inemo.
