could make Roseville more vulnerable to absentee property owners to invest
in communities where the codes and inspections are not as strict.
d. In 2001-2002 Roseville studied and later created a Housing and Redevelopment
Authority (HRA) to focus on housing issues.
e. In 2003-2004 the HRA and the Community Development Department completed
the Roseville Multi-Family Housing Study that provided insight into multi-
family housing, where it is located, who lives there, how affordable it is, the tax
value and physical condition.
f. In 2005, the HRA completed a process to review neighborhood housing issues
through a series of educational meetings as well as neighborhood meetings. This
has helped the HRA understand the issues and detez-ine the best, most effective
approach to maintenance and rental housing issues.
2.2 From all those study meetings came a concept of "housing preservation" and code
changes that are intended to:
1) Provide ho»sing maintenance regtlation Fnr 1Tunits through the adoption of a
Housing Maintenance Code — International Property Maintenance Code with
amendments (Attachment A— Draft Section 906 of the City Code, and
Attachment C).
• This would provide the authority to conduct exterior onlv maintenance
regulation for owner occupied single family housing units and would enhance
the existing nuisance ordinance (Section 407 of existing City Code), improving
the street appeal and value of single family neighborhoods.
 j et icin r r d r t praccs rt.l tp.t
Iin st'tYmiy;du ixs [r texes nr ots ati dr,Ean
of a Rental Licensing Ordinance {Atachmett B—Draft Section 907 of the City
Code).
• This would provide the authority to inspect the exterior & interior of rental
properties of 4 units or less to ensure that they are in compliance with City
Codes including the proposed Property Maintenance Code.
3.0 Proposed Housing Preservation I Maintenance Code —(Attachment A and C)
3.1 After years of review, staff is suggesting that the Council adopt the International Property
Maintenance Code, 2003 Edition, with minor amendments to concur with the existing City
Code and State Building Code. (See Attachment C) Currently the State is evaluating
adoption of the IPMG for acceptance in Cities, similar to the building code.
3.2 The ordinance would provide minimal acceptable standards for maintenance of existing
building, structures, premises and facilities to protect health, safety and general welfare af the
R C D Rental Licensing & Property Maintenance (10-17-OS) - Page 2 of 4
