At1 notices and orders shall comply <br />with Section 107. <br />110.3 Failure to comply. if the owner of a premises fails to <br />comply with ademolirion order within the rime prescribed, the <br />code official shall cause the structure to be demolished and re- <br />moved either through an a�ailablepublic agency or by contract <br />or an�angemenc with private persons, and the cost of such de- <br />molirion and removal shall he charged against the real estate <br />upon which the structureis located and shall be alien upon such <br />rea� estate. <br />lIQ.�4 Salvage msterials. When any stn3chare has beenordered <br />demolished and removed, the governing body or other desig- <br />nated officerunder said contract or arrangement aforesaidshall <br />have the right lo sell the salvage and valuable mater.ials at the <br />highestprice obtainable. The Llt[ proceeds of such sale, after <br />deducting the expenses of such demolirion and removal, shall <br />h� promptly remitted with a report of such sale ryC transacrion, <br />including the items of expense and the amounts deducted, for <br />the person who i,� enritled thereto, subject to any order af a <br />court. The board shall aqnudily select one of <br />its members to serve as chairtt�an. <br />111.2.3 Disqualificarion of inember. A member shall not <br />hear an appeal in which Lhat member has a personalf profes- <br />sional or financial interest. <br />111.2.4 Secretary. The chief administrarive officer shall <br />designate a qualified person to serve as secretary to the <br />board. The secretary sha11 tiie a detailed record of a�1 pro- <br />ceedings in the office of the chief administrariveo���c�r. <br />111.2.5 Compensarion of inembers. Compensarion of <br />members shall be detenninec� by law. <br />111.3 Norice of ineering. The board shall meet upon norice <br />from the chairmai�, within 20 days of the filing of an appeal, or <br />at stated periodic tnectir�gs. <br />111.4 Open hearing. All hearings t�efo€e the board shall he <br />open lo the publia The appellant, the appellant's representa- <br />rive, the code official and any person whose interests are af- <br />fected shall be given an opportuniry to he heard. A quorum <br />shall consist of not less than twathirds of the board member- <br />ship. <br />111.4.1 Procedure.
