REVIEW of REZONING: <br />5.5 Plan Consistency. When reviewing applications to rezone land, the Community <br />Development Stafffirst determines whether the anticipateduse and subsequentzoning <br />district designations are consistentwith the Roseville ComprehensivePlan. The Staff has <br />concluded that the existing use and reuse of properiy (not including any future <br />redevelopment) for office, fitness, and service retail is consistent with a Comprehensive <br />Plan land use map designation of Business Park (BP). <br />5.6 Compatible Zoning District and Use. Staff has �u��er determined that the 76,000 sq. ft. <br />sq. ft. multi-tenant structure, built in 1979 and valued at $2.7 million by the Ramsey <br />County Assessor, houses a current tenant mix including Dealer Automotive Services, <br />Ukrainian Gift Shop, Lampert Exteriors, NAPA Auto parts, Floor Design, A,ble�et Inc., <br />and Million Impressions. These are uses best located in the B-6, Mixed Business District <br />given the need ta rezone consistent with the "BP" land use designation. The Community <br />Development Department has concluded that the existing tenant uses, as described in <br />meeting with the applicant, generally meet the definition of permitted uses within the B-6 <br />zone. Future uses will be required to meet the B-6 zoning. <br />5.7 Existing Traffic and Utility Capacity. The currentproposal will not change or intensify <br />current activities or uses. However, the addition of the Press Gym and potentially other <br />uses consistentwith the B-6 zone may increase traffic on surroundingroadways, <br />specifically �a�xv�ew Avenue and Terrace Drive. The anticipated increase will be <br />_ nominal and after normal work hours of the current tenants. There is currently adequate <br />�:; <br />��� �'� water and sanitary sewer capacities to� suppart current and anticipated uses within the •��� <br />structure. <br />5.8 E�sting On-Site Improvements. The current site encompasses 4.89 acres and has 134 <br />parking spaces and 9 truck loading spaces. The parcel has approximately 24,000 sq. ft. of <br />green space (11%). The building is set back 120 feet from �'a��rv�ew Avenue and 30 feet <br />from Terrace Drive, which meets or exceeds the B-6 requirement. The parking lot is set <br />back 35 feet from �`azz�vi.ew Avenue and 30 feet from Terrace Drive, which also meets or <br />exceeds the B-6 requirement. <br />5.9 Policies. The Community Development Staff relies on the Adopted Comprehensive Plan <br />Land Use Goals and Policies as the City Policy to conclude whether the rezoning is in the <br />best interest of the City. <br />• Comprehensive Plan - Section �V — Commercial Areas - Policies: <br />Encourage the development of a wide range of retail sales and <br />services in the community.
