Item Description:
  _
,.,•- - — _ _
Request for Council Action
Consider Firefighter Pay
L BACKGROUND
Date: 11/14/OS
Item: 10.
Firefighter Pay
November 14,2005
On October 24', Council authorized a new pay plan for non-unionized city employees other
than firefighters effective January 1,2006.
We have made two previous presentations during budget sessions about firefighter pay.
I. ADDRESSING COUNCILMEMBER CONCERNS
In previous budget sessions we have heard support for an increase in firefighter pay as well as
some concerns. This memo addresses the concerns we have heard. ff there are concerns that
have not been voiced yet, we would like a chance to respond to those.
The major concern we heard was that the pay schedule for firefighters must be accommodated
within a 5% levy increase. We can do that with a tweak to the firefighter pay plan we
presented previously.
Previously, we talked about a pay range varying from $14/hr. to $1$/hr. (There was also a
resting/sleezng rate of $.0/hr.} To keep the firefighter pay plan within a 5%tax levy, we
would have to do one of two things: Either (1) Reduce the pay range $2 per hour throughout
each level of the pay range so that the resulting range is from $12/hr. to $16/hr. (still with a
$}/hx. esig/sleping rate); OR (2) Reconsider the Training Manager position that allows us
to achieve savings by doing training on duty rather than by calling-back firefighters for special
training sessions.
Since the Council previously rejected the Training Manager position, I'm hoping the Council
will either approve a new firefighter pay plan with a$2/hr reduction that brings us within a
5%levy, or the Council will reconsider the Training Manager position and authorize the $--
$18 pay range.
IiZ. REOUEST
A Council Motion (1) approving a new pay plan for firefighters effective January 1,2006, that
is graduated from $12/hr. to $16/hr. based on rank OR (2)approving the Training Manager
position and a graduated pay rate for firefighters of $k/hr. to $18/hr. based on rank, effective
January 1,2006.
