City Council Regular Meeting — �012410� <br />DRAFT Minutes - Page 28 <br />implementing the optional plans was to put the incentive in the <br />right place and allow the consumer to learn the market and be in <br />charge of their healthcare. <br />Maschka moved, Kough seconded, approval of the 2006 <br />insurance program described in the Requests for Council Action <br />dated October 24, 2005 and October 17, 2005, and the respective <br />contracts and fund allocations; subject to review and approval by <br />the City Attorney. <br />Roll Call <br />Ayes: Maschka; Kough; Schroeder and Klausing. <br />Nays: Ihlan. <br />Maschka moved, Klausing seconded, adoption of Resolution No. <br />10348 entitled, "Establishing a New Exempt Compensation Plan <br />and a Non-Exempt Compensation Plan." <br />Councilmember Ihlan spoke to the linkage issue; and her support <br />of phasing in the compensation plan, if it fit within the 5% levy <br />increase package; and her opposition to linking the two from a <br />policy standpoint. <br />Further discussion ensued regarding merit pay; budget <br />discussions; phasing of the program; separate issue of the Fire <br />Department and proposed increases between $12 and $16 as <br />proposed by the most recent City Manager Budget Proposal <br />(identified as Option D); and use of the Stan.ta�.
