Consider Authorizing the City Manager to Negotiate a Recycling Contract <br />Recycling Contract with a Designated Vendor <br />Recycling Coordinator Tim Pratt provided additional information <br />made available following the presentation at the October 17, <br />2005 Council Study Session related to residuals. <br />Discussion included those residual figures and non-compliance; <br />broken glass; participation rates in dual-sort areas of the pilot <br />study; revenue sharing and disposition of materials; type and size <br />of bins; ownership of bins; frequency of collection; negotiation <br />provisions for consideration (i.e., revenue sharing; and potential <br />change to weekly collection); and no individual scoring sheets <br />available from the review team. <br />Councilmember Schroeder expressed his concern that his and <br />Councilmember Ihlan's requests to be involved in the selection <br />and analysis process had been disregarded. <br />Public Comment <br />Rebecca Caulfield,1117 Oakerest <br />Ms. Caulfield, as a former Recycling Task Force member, <br />opined that while the single stream system sounded like a great <br />idea, the amount of glass breakage hampered using it until that <br />issue could be worked out. <br />Bruce Nelson, 2887 W Owasso Boulevard <br />Mr. Nelson opined that a bi-monthly pick up would create more <br />volume and provide less expense or trouble for the homeowner. <br />Mr. Nelson further opined that revenue sharing looked �i�ce a <br />positive bene�t for the City. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that there were a number of <br />"disconnects" in staf�s analysis of the Requests for Proposal <br />(RFP's); that the proposals should have been reviewed <br />independently; and suggested there was a conspiracy by staff to <br />manufacture an answer to support the desired outcome. Mr. <br />Kysylyczyn also opined his lack of support for the data provided <br />
