Beck study referenced by staff during the process. <br />Councilmember Schroeder <br />Councilmember Schroeder presented his analysis of the firms <br />and type of collection system to be provided. Councilmember <br />Schroeder questioned the Council's and City's goal for the <br />Recycling Program: whether to provide service at a low cost; or <br />to get additional material out of landfills. <br />Councilmember Schroeder reviewed data on quantities collected <br />during the pilot study; dual collection versus single stream <br />collection methods; current tonnage collected and number of <br />participating households remaining stagnant since 1992 and his <br />passionate desire to correct that trend; the need to increase the <br />size of bins to increase materials recovered; need for additional <br />data to establish benchmarks; and interpretations of the data <br />collected to-date <br />Councilmember Schroeder reviewed his cost comparisons <br />entitled, "Recycle Cost Comparison" and various categories; <br />accounting for multi-family units; removal of revenue sharing to <br />even the field for comparison; and increased cost of going from <br />dual to single stream sorting. Councilmember Schroeder's <br />figures showed an insignificant cost per month per dwelling unit <br />to achieve the goal of increased participation and collection of <br />materials. Councilmember Schroeder implored Councilmembers <br />to look at the broader picture and mal�e a sound environmental <br />choice to encourage the community. <br />Further Council and staff discussion included revenue sharing; <br />guaranteed or "floor" prices and negotiation of floors and ranges; <br />Market flexibility; and incentives. <br />Ihlan moved, Klauszng seconded, authorizing staff to negotiate a <br />five year recycling services contract between the City of <br />Roseville and Eureka Recycling; said contract to be presented to <br />the City Council for approval at the completion of negotiations. <br />Councilmember Ihlan spoke in support of the motion, based on <br />the lowest cost for the level of services; and the incentive of <br />revenue sharing for the City and residents with a goal of <br />
