Councilmember Kough requested that Agenda Item 16 entitled, "Consider Authorizing the Police to Issue Parking Tickets in the "No Parking" Zone on East Snelling Service Drive," be rescheduled on the agenda when interested parties arrived at tonight's meeting to provide public comment. Councilmember Kough noted that he had questions of staff related to Consent Agenda Item 3.a entitled, "Approve Check Register;" but didn't wish the item removed from the Consent Agenda for discussion. Mayor Klausing asked Councilmember Kough to discuss his questions with staff as applicable. Councilmember Ihlan requested removal �'xozx�. the Consent Agenda of Items 3.d, �, j, and k, respectively entitled "Approve an Amendment to City Code, Chapter 309 relating to Licensing of Massage Therapists and Therapy Establishments to Allow Chair Massages Under Certain Circumstances;" "Adopt Resolution Approving the Submission of a State Department of Employment and Economic Development (DEED) Contamination Cleanup Grant, a Metropolitan Council Tax Base Revitalization Account Grant, and a Ramsey County Environmental Response Action Fund Application for the Twin Lakes Project, Phase 1, Stage �;" "Approve Clarifications to City Code, Sections 1005.015 relating to Major and Minor Vehicle Repair (PF 3686);" and "approve Public Hearing process for Proposed New City Code Section 906 relating to Property Maintenance, and Section 907 relating to Residential Rental Property Licensing and Inspection for 1-4 Units" for discussion purposes. 1.
