Plan for balanced land use development of the community to maintain <br />and improve Roseville's image as an attractive place in which to live, <br />work, and play. <br />�r. Encourage quality business and industrial development where such <br />business and industry contributes to the high social, economic, and <br />aesthetic level c� the community. <br />�. Encourage the use c� energy saving devices and energy efficientbuildings <br />and construction techniques. <br />�. Consider adoption c� a solar access protection ordinances as more <br />guidelines become available. <br />{)_ Encourage development and planning c� land to provide necessary public <br />access to surrounding properties. <br />I�_ Enforce City ordinances to ensure: a) protection cf lives, health, and <br />property; and b) development consistent with the Comprehensive Plan. <br />1�. Promote a balanced tax base by: a) encouragingquality residential <br />development in established neighborhoods; and b) encouraging intensive <br />quality development c� non-residential projects in appropriate areas as <br />guided by the Comprehensive Plan. <br />7�. Where economically feasible, cooperate with other governmental agencies <br />a��d the private sector in planning and developing joint services or <br />facilities which avoid unnecessary duplication. <br />1�.
