4.5 The proposed 7 new homes will generate between 50 and 70 new trips per day (there are <br />three homes that already contribute to the traffic —they will be removed and replaced.) <br />Staff estimates that the split in traffic will be 65% to the west to Lexington and 35% to <br />the east to Victoria. Staff estimates that Parker carries less than 800 estimated trips per <br />day. Based on Roseville's street capacity studies, there is capacity to serve the added <br />maximum of 70 vehicles (Each lane could easily carry 2,000 or more vehicles per day). <br />.�--� <br />r� 6 City Staff has reviewed the submitted plans (utility, grading, drainage, and proposed tree <br />preservation) and supports the size and location of all utilities proposed, supports the <br />width and design €�i th.e cul-de-sac road, supports the preliminary ��t«�� rc]r:�i�,a�r.� plan, <br />and supports the preservation of trees. However, the current storm water management <br />plan does not meet the requirements set forth in the Roseville City Code, which plan <br />must be reviewed to meet these requirements. This is not uncommon in a <br />preliminary plat design (similar to a concept planned unit development) and staff <br />will continue to work with the Developer on fi�ali€zing these plans. The Developer <br />will also be responsible for 7 new Sewer Availability Charges at an estimated cost of <br />$1,550 each. (Credit will be given for three from the existing three homes.) <br />� The Capitol Region Watershed District has received the proposed drainage plan for this <br />development and is in the process of reviewing and providing comments to the Developer <br />and City. The proposed subdivision must receive a letter of support from the Watershed <br />prior to the FINAL PLAT approval. <br />4.8 The three homes currently on the site would be removed. <br />4.9 Prior to final plat approval, the developer is requiredby City Code, Section 1100, to <br />provide soil borings on all lots to determine soil stability and depth to groundwater for <br />buildable lots. <br />4. � The developer has proposed retaining vegetation along the boundaries of the site and <br />augmenting this vegetation with additional conifers, as well as meeting the City's street <br />tree master plan along the new cul-de-sac and Parker. The City has no tree preservation <br />ordinance. <br />4.11 Types of housing (wall{outs, look outs, splits, etc) are not known at this time, nor are <br />there residential design themes of the new homes. The City has no design or i���� <br />housing context requirements regulating design, materials, mass and orientation. <br />4.12 The planning staff estimates that the addition of 7 net new families (3 homes currently <br />existing but will be removed and replaced) will add between 23 and 35 new residents in <br />the neighborhood. <br />T'F'y�� � Ri'A � 1 f�115 dnc Page 3 of & <br />
