Staff Response -The <br />]� rentallicensing ordinance provides a better method to ca/cu/ate occupancy. <br />] r The /PMCis a too/ property managers can use (and have requested the city <br />a� adopt) to stop tenants from overcrowdingand deteriorating their rental <br />I{� units. / t is a/so a too/ the ci ty can use to address the numerous comp/aints we <br />�;7 receive from upset homeowners who call and comp/ain of the disruptive <br />� s affect renta/sing/e-family properties (which are typically overcrowded) have <br />?? an their neighborhoods- a comp/aint which we are now powerless to address. <br />�?� Without the added e/ement o f rental licensing, the city has no authority to - <br />�� enter renta/ properties and enforce these overcrowdingprovisions. <br />�5 Homeownersare then very frustrated in the City's inability to act. To <br />�� demonstrate this further: a potentia/ buyer of renta/ property askedcity <br />�� staff how many peop/e he cou/d p/ace in a sing/e family renta/ home. When <br />�� to/d the m�imum was four, he stated the building wou/d notgenerate a <br />�{� profit and therefore decided nofi to buy the property. This adds credibility <br />3� to the common comp/aint that renta/ homes often contain more than four <br />� I renters. The housing maintenance code cou/d inc/ude stronger parking <br />�� regu/ations to reduce excessive parking within R1 zoned areas. / f <br />.�.� overcrowding is eliminated, many o f the common comp/aints associated with <br />�� overcrowding (pQrkirrg on thegrass, b/ocking access, parking in front of other <br />�� homes, outside storage) are therefore eliminated <br />;� <br />�� i� Clarification of license posting. Reference to violation of civil rights or equal <br />�� opportunity if property is posted as a rental. - People confused the posting <br />�� at the entry with posting outside. Staff Response - The intent was ta pas� <br />�� internally. This is more important in a renta/ property than a sing/e family <br />� <br />
