Ed Hodder, 1083 Shryer Avenue <br />Mr. Hodder questioned the expiration dates of Tax <br />Increment Financing (TIF) Districts; and whether those <br />funds could then be shifted into the General Operating Fund <br />budget. <br />Mr. Hodder also discussed the 2002 Property Tax Reform <br />legislation; residential market values; and �utu�e assessed <br />values. <br />Klausing — TIF Districts are for set number of years; <br />property tax reform bill — to Miller <br />Miller — shifts reversible — if districts expire <br />Mr. Miller discussed recent decertification of several TIF <br />Districts; varying districts and expiration dates; the limited <br />size of the districts and small impact to the City's overall tax <br />base; and how little impact an individual homeowner would <br />experience. <br />Councilmember Ih�a� opined that one of the crucial items <br />not being addressed by the City Council was performance of <br />a fiscal impact analysis when a TIF' District is considered; <br />and expressed her �-us�ration that the Council didn't appear <br />interested in such an analysis. <br />d. Vince Long, 959 Lydia Avenue <br />Mr. Long expressed his appreciation of the City of Roseville <br />as a long-term resident; and acknowledged the pressure on <br />the City Council from all venues. <br />Mr. Long noted that "he was surrounded on all sides" for <br />levy increases for 2006 payable taxes; and that as an owner <br />of rental property, it translated to a total increase of 42% for <br />2006. Mr. Long discussed the major impact this <br />represented; in addition to the City's consideration of rental <br />licensing fees and the overall impacts on his rental property. <br />
