City Council Regular Meeting —12/OS/OS <br />DRAFT Minutes - Page 9 <br />Mayor Klausing noted Mr. Long's dilemma and <br />observations; recognizing that while the City was only <br />setting one budget, they were only part of several service�- <br />providing entities. <br />Mr. Long urged the City Council to consider reducing the <br />levy increase as much as possible from the proposed 7.5%. <br />e. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn addressed comments previously made <br />during the hearing related to reserves and bond ratings; and <br />his perception of the unnecessarily high reserves held by the <br />City. Mr. Kysylyczyn further opined that the tax increases <br />experienced by City taxpayers the last two years were far <br />greater than inflation and loss in state aid funds. <br />Mr. Kysylyczyn proceeded to his prepared comments <br />related to the proposed 2006 levy and budget, opining that <br />this City Council had never set budget targets; had held no <br />department hearings for public comment; provided limited <br />information to the public; and the information that staff <br />provided to the public was distorted and misleading; that the <br />City of Roseville had substantially high reserve funds and <br />user fees among metro-area communities; was consistently <br />over inflationary projections; and questioned how the public <br />could offer any meaningful comments on this budget and <br />levy. <br />Mr. Kysylyczyn further opined two embarrassing <br />expenditures in next year's budget: $20,000 for a citizen <br />survey, a waste of time and money, repetitive, and only <br />useful for re-election campaigns and support for <br />administrative preferences; and Rotary Club dues for the <br />City Manager. Mr. Kysylyczyn further opined that neither <br />were an appropriate use of taxpayer funds; and that the City <br />Council should use good common sense and ethics to delete <br />both �'az�. the budget. <br />Mr. Kysylyczyn further urged the City Council to <br />discontinue operating subsidies for the OVAL and skating <br />
