City Council Regular Meeting —12/OS/OS DRAFT Minutes - Page 27 Councilmember Ihlan reiterated her support of Option D as presented; expressing interest in reviewing Councilmember Schroeder's proposals in greater detail. However, Councilmember Ihlan opined her preference for revising the City's approach to the budget process by providing staff with a not-to-exceed level as providing a good, balanced option. Councilmember Kough expressed support for the 5% levy increase; thanked City Manager Beets and staff for presenting the Option D; concurred with Councilmember Schroeder's observations regarding the need for Council review of line item proposals; and again expressed his lack of support for a community-wide survey in 2006. Councilmember Schroeder opined that the 5% levy increase was a good step in the right direction; but encouraged the City Council to look at future budgeting processes with a percentage stated upfron� in the process for several years to allow staff and the public to determine the Council's direction and priorities. Roll Call (Original Motion) Ayes: Kough; Maschka; Ihlan and Klausing. Nays: Schroeder. Discussion included whether to put elimination of the community survey on a future Council agenda; with Councilmembers Ihlan and Kough supportive of doing so. Mayor Klausing suggested that the new Council make a determination for a survey. Councilmember Ihlan advised of her intent to pursue, on a future Council agenda, discussion of the Economic Development position; possible restructuring; other resources; and future needs. 9.
