Roseville Human Rights Commission <br />Meeting Minutes -September 08, 2009 <br />Page 2 of 5 <br />1 Ms. Curti, at the request of Chair Singleton, provided an overview of the annual meetings of all <br />2 advisory commissions and the City Council; advising that the Chair usually provided a recap of <br />3 accomplishments over the last year and goals for the upcoming year, with the entire presentation <br />4 and dialogue lasting approximately 30 to 45 minutes. <br />6 Members asked that Ms. Curti e-mail a copy of the recently amended HRC Strategic Plan to each <br />7 member, as well as providing it to Councilmembers for the joint meeting. <br />8 <br />9 Chair Singleton asked that HRC members to attend the joint meeting, at 6:00 p.m. on September <br />10 28, 2009; and asked that members provide comments to him to incorporate into his presentation, <br />11 as well as feeling free to address the City Council at the meeting. <br />12 <br />13 IV. Consider facilitator for MN Department of Human Rights Bremer Foundation <br />14 Grant -orientation to include: <br />15 Parliamentary Procedures <br />16 Order of Business -Agenda Preparation <br />17 Operating Procedures <br />18 Standing Rules <br />19 Role of Individual Members <br />20 Role of Chair <br />21 Role of Vice Chair <br />22 Role of Commission in Relation to Staff <br />23 <br />24 Chair Singleton advised that, following his meeting with City Manager Bill Malinen he was <br />25 nearing completion of a draft for internal procedures for the HRC; and would ask the proposed <br />26 facilitator to include discussion of the procedures, along with other topics. <br />27 <br />28 Discussion ensued regarding the proposed facilitator, noting his experience in working with <br />29 city/governmental groups as opposed to other facilitators who work almost exclusively with non- <br />30 profit groups. Based on the credentials of Mr. Richard Fursman of Global Synergy Group <br />31 (GSG), Chair Singleton recommended using him as facilitator for the training session. <br />32 <br />33 Member Grefenberg said he conducted a reference check of the proposed facilitator with the <br />34 Chair of the Falcon Heights HRC, who gave the facilitator a "grade B" for their development of <br />35 a strategic plan and results of the workshop. <br />36 <br />37 Further discussion included Chair Singleton's goal of the training session to include procedures <br />38 and roles within that workshop format; the facilitator's preference, via e-mail or personal <br />39 conversations, in seeking individual comment and expectations of HRC Commissioners to also <br />40 be incorporated into the needs of the overall HRC; and anticipation that this workshop would be <br />41 held separately, on a weeknight or Saturday morning at the request of the HRC majority, from a <br />42 regular HRC meeting. <br />43 <br />44 Additional discussion included various experiences, expectations, and training levels of <br />45 individual members; purpose of the workshop; need to refocus the HRC on their future goals, <br />
