A sample code document and initial analysis are included as an <br />attachment. <br />Integrative Zoning, Incorporating Use and Form <br />Effective zoning ordinances are based on a community's historical pattern of <br />development as well as its plans and policies. Zoning should protect valued places and <br />shape new ones consistent with a community's values and goals. "Use" and "form" <br />should not be seen as opposing elements, but rather as ingredients that can be blended <br />together depending on the character and needs of each zoning district. For example, <br />form-based elements are likely to predominate within mixed-use districts, particularly <br />the Twin Lakes redevelopment area, but a fairly broad range of land uses will be <br />specified for that area, as well as a vocabulary of building types. In other districts, such <br />as commercial or industrial districts, building form may not be as tightly regulated, but <br />may still be guided by district design standards. Within residential districts, the new <br />code will address comparibility of building addirions and infill development in relation <br />to neighborhood conteat. Site plan review standards can be improved citywide. The <br />resulting zoning code will be one that "integrates design standards through all zoning <br />districts," as noted in the RFP, and that emphasizes "connected neighborhoods and <br />compact development," as noted in the V'ision Statement of the Comprehensive Plan. <br />Encourage Redevelopment at a Variety of Scales <br />A zoning code should encourage the development patterns that the City wants to <br />promote on both large and small sites. However, many codes focus on large-scale <br />development while neglecting smaller infill projects. Roseville's B-6 and SC districts <br />exemplify this approach. The new zoning code should establish a design framework that <br />can work effectively for single-lot development or redevelopment as well as for larger <br />PUDs. In fact, as the RFP suggests, the PUD may become the exception rather than the <br />rule. <br />A Collaborative Process <br />We understand that the project's time and budget are both limited. City staff will be <br />heavily involved in code drafting and meering prepararion, and will take the lead on <br />prepararion of the zoning map. In order to work effecrively as project partners, our <br />scope of services includes a series of work sessions with staff to address the zoning code <br />framework, the purpose and focus of each zoning district, and overall organization. We <br />have used this collaborarive approach successfully with other zoning projects, including <br />our work with the City of Saint Paul (TN Districts), the Saint Paul Capitol Area, and the <br />cities of Madison and Green Bay. The goal of the process should be to maximize staff <br />capacity to co-author and administer the new code. <br />Maximize Opportunities for Sustainable Development <br />Cuningham Group recognizes that the City desires a zoning code that incorporates <br />principles of sustainable development.
