Depending on <br />community preferences, these could include: <br />• Ability to create accessory dwelling units in some neighborhoods <br />• Increase in live-work opporiunities <br />• Reduction in the amount of off-street parking required for many uses, based on <br />parking demand management principles <br />• Inclusion of pervious pavement and bio-retention in parking areas <br />• Enhanced requirements for bicycle parking <br />• Encouraging local food production through community gardens, farmers markets <br />and urban agriculture <br />• Encouraging the use of solar energy equipment at a residential scale; incentives for <br />energy conservation in new construction; incentives for district-level renewable <br />energy use in business parks <br />• Transit-oriented development within high-frequency transit corridors <br />The Participation Process <br />We recognize both the importance and the challenges of involving the general public <br />and specific stakeholders in the zoning code rewrite. As noted in our SOQ, zoning codes <br />are more detailed and technical than comprehensive plans, and can therefore be more <br />cl�allenging from a public involvement standpoint. Moving toward a more form-based <br />approach requires additional education of the development community and the general <br />public. We propose to collaborate with City staff and involve the Planning Commission <br />in a series of three community workshops to explore the relationship between zoning <br />the built environment, and community design goals. Cuningham Group will assist <br />in developing meeting presentation materials and making presentations; City staff <br />will organize meerings, help to lead discussions, and compile meering results. These <br />meetings are further described under Scope of Services. <br />Other outreach methods will include: <br />• Focus groups — Cuningham Group will assist staff in developing format and <br />questions for focus groups, which may include property owners, business <br />organizarions, neighborhood associarions, etc. <br />• City web site — we will provide content for the web site <br />• Media — we will assist staff in developing press releases and project documentation <br />• Information packets - for Plan Commission, City Council and the public <br />Generalized Pattern and Form <br />On the following two pages we have included a generalized diagram of where <br />we see some potenrial to apply a form-based code in order to support mixed-use <br />neighborhood centers and walkable patterns. We l�ave included the Arona Neighborhood <br />Redevelopment area as an example of how a form-based approach can be applied for a <br />typical neighborhood center. <br />
