The <br />current Code does not reflect contemporaty <br />zoning and community planning <br />pracrices, is confusing and difficult to <br />use, and is not always effective in <br />implemenring the recommendations <br />of Madison's adopted Comprehensive <br />Plan or neighborhood plans. Large areas <br />of Madison's older neighborhoods are <br />nonconforming under the current Code. <br />This has led to frequent variance requests <br />and incremental zoning amendments. <br />The new Zoning Code will be a"hybrid" <br />code that integrates form-based design <br />standards with the standard use and <br />dimensional requirements tl�at are typical <br />of conventional zoning. The form-based <br />standards will apply primarily to rniYed <br />use districts and corridors, as well as <br />historic neighborhoods where sensitivity <br />to contea� t is paramount.
