Over the
years, gradual growth and road construc-
tion created an uncoordinated jumble of
light industrial operations, professional
offices, fast-food/sit-down restaurants,
auto sales, and hotels, all linked by
disconrinuous frontage roads and striving
for visibility from the freeway. In 2005
the City launched a study of the corridor
with the goal of creating a more cohesive
and visually attracrive environment.
While employed with URS Corpora-
tion, Suzanne Rhees worked with the
City to develop the Framework Plan and
an I-394 Mixed Use Zoning District to
implement the plan. Both the plan and
the zoning district introduce a variety of
housing types, thus achieving more bal-
anced traffic flows through the corridor.
Three building height zones concentrate
the tallestbuildings close to the freeway
and step down to a neighborhood scale
at the edges. Street types and landscape
treatments are defined to improve the
corridor's identity and connectedness.
Award
Recipient of Merit Award, Minnesota
Chapter American Planning Association,
2007
zt
