1 <br />2 <br />3 <br />� <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />Department Approval: <br />� �� �wrwf�IP - � <br />REQUEST FOR COUNCIL ACTION <br />Date: 10/26/09 <br />Item: 12.e <br />DATE: 10/12/2009 <br />ITEM NO: 12.b <br />City Manager Approval: <br />Item Description: Final Adoption of the 2030 Comprehensive Plan (PROJ-0004) <br />BACKGROUND <br />The 2030 Comprehensive Plan is the culmination of two years of planning and public process. <br />The following details the activities that have taken place during this time. <br />• Setween October 2007 and September 2008, the Comprehensive Plan Update Steering <br />Committee met fourteen times to help craft the City's 2030 Comprehensive Plan. <br />• The City sponsored two open houses to allow the general public to review and comment <br />on elements of the Comprehensive Plan. <br />• On October 1, 2008, the Planning Commission held a public hearing to take public <br />comment on the draft Plan. <br />• On October 13, 2008, the City Council released the draft document for review by <br />affected jurisdictions and received comments from all the affected jurisdictions prior to <br />the end of the statutorily allowed six-month review period. <br />• On January 7, 2009, in accordance with Roseville City Code 201.07, the Planning <br />Commission held a public hearing to take comment from interested parties and adopted a <br />resolution recommending that the City Council adopt the Comprehensive Plan. <br />• On January 26, 2009, the City Council granted preliminary approval of the 2030 <br />Comprehensive Plan. <br />• On March 4, 2009, staff submitted the preliminarily approved Plan to the Metropolitan <br />Council for its statutorily required review of the document. <br />• On March 25, 2009, the Metropolitan Council determined that the Plan was not complete <br />and requested some additional technical information. See Attachment S to review this <br />letter. <br />• Staff and project consultants made the required and advisory revisions requested by the <br />Metropolitan Council. The required revisions pertained to Chapter 5: Transportation and <br />Chapter 8: Environmental Protection, and Chapter 10: Utilities and all of the advisory <br />comments pertained to Chapter 5. <br />1 of 3 012609 Approval of 2030 Comprehensive Plan <br />
