There �r� three distinet scenarios that could cause i�tie lo ch�.nse tl�at expectation, <br />as follows. <br />A. Caretaker appointment. <br />There hag becn soine public discussion aboutthe positivc �r�d ue�Ative ramifications ot' <br />�t� appointment process. Proponents o f tlie appointment process correctly identify the 1 e�at <br />requircments to promptly fill Council vacancies, and point to historical situati�t�s whcreir� <br />NuAlified inclividu�ls have been appointed, seivcd �c�mirably and gone on to he elected by tih� <br />population. Opponents of the appoinlment process have notcd that the process ct�n create an <br />unfair adv�.ata�c iur ilie appointec, whn tllen i1u1s in an elcetion fix�m � position of incumbency. <br />If the public discussions continue and the citizens of Rosevillc express the slr��ng ar�d <br />ht��r�dly-held view that this Council appointee should serve � 3 caretaker only and pledge not to <br />T�ui in tlic upcoming spccial election, I would �.grcc la E�.,llow the cc�mmunity's wishes. In 4�1�1 <br />circumstance � would not run. To be �le�r, I liave not yet heard that view broadly expr�ssed by <br />the comtnunity. <br />B.
