Structural deficit in core functions. <br />2. Risk-averse. <br />3. Focus on short-term versus long-term. <br />Fire <br />L Inability to implement creative improvements to services that do not require additional funding. <br />2. Need for funding to implement a firefighter health and fitness programs. <br />3. Inability to attract quality daytime available candidates to serve as paid-on-call firefighters. <br />4. Inconsistent supervision �firefightersworking shifts. <br />Housing 86 Redevelopment Authority <br />1. Limited staffresources (1/3 ED Prof. Time, �/4 support staff.) <br />2. Lack � identity in the community. <br />3. Communication gap between Council8v HRA. <br />4. Inexperience with abilities of an HRA - new board, new programs, etc. <br />Parks 8c Recreation <br />1. No solid Community Center/gathering place/teen center/hangout/activities/arts. <br />2. Appropriate funds for projects/operations to meet the need/demand, i.e. <br />3. boardwalk repair, play equip., park updating. <br />4. Understaffed to maintain the scope � facilities and programs. <br />5. Ongoing communication with park neighborhoods. Need more "DiscoverYour Parks programs." <br />6. Individual Park Plans. <br />7. Natural Resource preservation. <br />8. Appropriate resources to be satisfied with the quality cf work, i,e, staffing, funding. <br />9. Lack of indoor and outdoor space available to meet programming needs, i.e. fields, gym time, etc. <br />Police <br />1. No commercial patrol officer. <br />2. No dedicated traffic enforcement unit. <br />3. No dedicated high tech and R&D staffmember. <br />4. Need more focus on homeland security issues. <br />5. Seek more interaction with the community on quality � life issues. <br />Public Works <br />1. Staffingat minimal levels. <br />2. Aging utility infrastructure. <br />3. Keeping current with technology changes. <br />4. Lack � space for maintenance material storage/staging. <br />5. Trail funding to complete. <br />6.
