Nays: None. 3.19 Adopt Resolution Supporting Legislation for Improvements to the John Rose Minnesota OVAL Councilmember Schroeder requested clarification as to why the draft resolution appeared to deviate from previous discussions to seek special legislation for funding capital improvements (i.e., mechanical or ��1 cell installation). Mayor Klausing reviewed the wording in the draft resolution; noting that since the facility was a state and/or regional facility, and recent losses of Local Government Aid (LGA) complicated funding capabilities, several options seemed prudent. Councilmember Kough suggested that consideration of installation of a wind generator be considered; and excess power sold. Maschka moved, Kough seconded, adoption of Resolution No. 10192 entitled, "A Resolution Authorizing the City of Roseville to Proposed Special Legislation Regarding Improvements to the John Rose Minnesota Oval." John Kysylyczyn, 3083 Victoria Street N Mr. Kysylyczyn concurred with Councilmember Schroeder's recollection; and quoted the January 12, 2004 Council Minutes related to the fuel celL Mr. Kysylyczyn opined that according to a recent Star Tribune article, the bonding bill had already been set in the House and Senate, so the proposed legislation was too late for this session; and appeared to be moving forward without a definite plan, and would only serve to embarrass the City Council and the City of Roseville.
