Regular City Council Meeting — O1/26/04 <br />DRAFT Minutes - Page 29 <br />Councilmember Schroeder sought clarification on Neighborhood <br />19/22, South Owasso Boulevard reconstruction and the type of <br />curbing being recommended (i.e., surmountable or barrier curb). <br />Public Works Director Schwartz responded that staff was not <br />making a recommendation until they had an opportunity to meet <br />with the neighborhood to determine their preferences for designs. <br />Mr. Schwarz noted concerns included the lower area drainage <br />issues (i.e., Lady Slipper Park), water quality and storm water <br />improvements needed, with consideration of potential rain <br />garden treatments. <br />Maschka moved, Schroeder seconded, approval of the 2004 <br />Public Works Work Plan as presented in the proj ect report dated <br />January 26,2004. <br />Roll Call <br />Ayes: Schroeder, Maschka, Kough and Klausing. <br />Nays: None. <br />11. Hear a Report about Creating an Ad-Hoc Clean-Up <br />Committee <br />Councilmember Tom Kough reviewed the request to establish an <br />Ad Hoc Litter Control Committee to help beautify the city, <br />through the use of volunteers, under the coordination of a part- <br />time staff person. <br />Discussion included allocation of the requested $2,500 (i.e., <br />salary, advertising, reflective vests and equipment). <br />Councilmember Kough noted that the State of Minnesota would <br />coordinate with citizen volunteers, and would provide some <br />supplies. <br />Councilmember Schroeder concurred with the proposal, noting <br />he was working on potential presentation to the Council for their <br />consideration a new staff position as volunteer coordinator for <br />numerous volunteer recruitment proj ects. <br />City Manager Beets concurred with Councilmember Schroeder's <br />proposed position, and even though not currently a budgeted <br />Hear a Report <br />about Creating an <br />Ad-Hoc Clean-Up <br />Committee <br />
