Regular City Council Meeting — 02/09/04 <br />DRAFT Minutes - Page 35 <br />availability and convenience, the meetings were scheduled to be <br />held at the Twin Cities Builders' Association office building; <br />that they would not be videotaped, as the room did not lend itself <br />well to doing so; that they were open to the public, but not in a <br />public comment or public hearing format until so advertised as <br />specific meetings; and were scheduled to be held from 7:00 to <br />9:00 p.m., beginning this Thursday evening, February 12, 2004. <br />Mr. Welsch noted that the first meeting would provide a <br />historical perspective of Twin Lakes, provide a process <br />orientation and community planning background. Mr. Welsch <br />noted that advertising was on the City's webpage and in the <br />Community Development office, and that it was anticipated that <br />notes and a hard copy of Mr. Shardlow's Power Point <br />presentation would be provided from the meetings and available <br />from those same sources. <br />8. Consider Adopting 2004 Fees Schedule <br />Finance Director Chris Miller reviewed a previous presentation <br />by staff requesting Council support for establishing an annual <br />comprehensive fee schedule by resolution for regulatory type <br />fees to make them more affectively accounted for, rather than <br />scattered through the City code. <br />Mr. Miller also noted the inclusion of a fee survey of <br />surrounding and peer cities with responses to-date; advising that <br />staff would continue to tabulate responses as received and <br />provide additional information to the City Council as <br />appropriate, along with statistical comparisons and calculations <br />as previously directed. Mr. Miller noted that staff anticipated <br />returning this summer or fall with any proposed fee revisions, <br />and the draft resolution presented tonight for consideration <br />represented current fees as previously adopted by ordinance. <br />Discussion included annual adoption of the fee schedule; specific <br />fees that may be outdated and needing a more detailed review by <br />staff; trends and service levels provided through fees. <br />Councilmember Schroeder complimented staff for their work to- <br />date, and encouraged any changes be well-discussed on a <br />Council-level as a policy decision. <br />Resolution 10202 <br />2004 Fees Schedule <br />
