Project Objectives: The overall objective for the construction of this path is to provide <br />connections, as well as increase safety for pedestrians within this corridor. The proposed facility <br />will serve to enhance and provide transportation alternatives for users between a number of <br />features in the area, including but not limited to regional trails, schools, recreational facilities, <br />parks, business and retail districts. The most significant of these is the direct connections <br />between Central Park Elementary, Concordia Academy, Roseville Area High School, Rosedale <br />Center and surrounding shopping district, the Gateway Business Park, the Highcrest Business <br />Park and the Northeast Diagonal Regional Trail. See Attachments A and B for a depiction of <br />the proposed trail, linkages and traffic counts within the corridor. <br />The County Road B-2 trail would provide a safe and convenient link between the local and <br />regional trail networks that will allow users access to numerous area amenities. Roseville, with <br />its current trails system and the proposed additions to that system, has tried to address the <br />transportation needs of the pedestrian and cyclist. Through the development of this proposed <br />trail we are expanding the network of trails into the larger community allowing users safer <br />linkages to the regional system. When it crosses Snelling Avenue, the most challenging and <br />significant barrier, it would utilize the vehicular underpass provided for County Road B-2. The <br />grade separated crossing makes the County Road B-2 corridor an excellent alignment for a <br />pathway because it is the only grade separated crossing of Snelling Avenue for miles, both north <br />and south. <br />The proposed County Road B-2 pathway proj ect will connect Roseville and its neighbors to the <br />larger regional network by directly connecting to the Rice Street pathway, Dale Street pathway, <br />County Road C Pathway, the Lexington Avenue pathway, and the proposed Northeast Diagonal <br />Regional Trail. All of these facilities have regional significance. <br />The Rice Street pathway directly links to the Ramsey County Trout-Brook Trail, which <br />leads to the State Gateway Trail. In addition this connection will provide access to the <br />Phalen-Como-MississippiRiver Regional Trail, Como Regional Park and Phalen-Keller <br />Regional Park. <br />The Dale Street pathway links directly to the Reservoir Woods Trail, which also leads to <br />the State Gateway Trail via the McCarrons Lake Trail and the Trout-Brook Trail and it <br />also links to the County Road C pathway, a major east-west pathway in the City. <br />The Lexington Avenue pathway has great regional significance linking users to the <br />Highway 96 Regional Trail and Grass-Vadnais Regional Park. <br />The Northeast Diagonal Regional Trail, a proposed regional trail in the existing abandoned <br />Burlington Northern Railroad corridor will directly connect the City of Roseville to the <br />pathway networks in the cities of St. Anthony and Minneapolis. The Northeast Diagonal <br />Regional Trail is a j oint proposal by the City of Minneapolis, City of St. Anthony, City of <br />Roseville, Hennepin County and Ramsey County Regional Rail Authority proposed for <br />construction in 2006. <br />The linking of these regionally significant trail corridors will create a network of pathways that <br />provide numerous transportation options to area users. <br />This corridor contains overhead power in various locations. There are power poles in the <br />residential areas from Rice Street to Victoria Street. Although not part of the original grant <br />
