 rf
r
Memo
To: Mayor and Council,
Nea1 Beets, City Manager
From: Chris Miller, Finance Direct 1
Date: February 23,2004
Re: Summary of Various Issues Related to the Creation of a Volunteer Coordinator Position
Background
At the February 9,2004 City Council meeting, the Council gave direction to Staff to provide an
outline of the possible costs and related issues of creating a Volunteer Coordinator Position.
Councilmember Schroeder submitted a memo outlining his initial thoughts on this position. A
copy is included in AttachmentA.
In an effort to facilitate the discussion, Staff has collected sample information on the current
level of volunteer efforts in the community. Some of those efforts include:
1) Home and Garden Fair (Community Development)
2) Central Park Foundation (Parks & Recreation)
3) Friends of Roseville Parks (Parks & Recreation)
4) Friends of Roseville's Harriet Alexander Nature Center (Parks & Recreation)
5) Rosefest (Parks & Recreation)
Again, the items noted above represent only a sample of the volunteer efforts in the community.
Specific information regarding the amount of Staff hours spent on volunteer coordination is not
tracked, however, it is estimated that at least 2,000 hours is spent on this function citywide. The
total number of volunteer hours spent on active planning and participation in various programs
and services is estimated to be at least 8,000 hours annually.
Estimated Costs
Based on the type of duties and responsibilities, desired qualifications, work environment, etc.
outlined in Councilmember Schroeder's memo, and in consideration of the City's current
compensation plan and pay equity requirements, Staff estimates that the position would require
an estimated annual salary of $35,000 -$45,000. City-paid benefits would add appromately
$7,000 to that amount. A comprehensive review of the duties and responsibilities should take
place before a final salary range is assigned. This process is consistent with other city positions.
Additional costs would likely be incurred for training and development, as well as miscellaneous
office equipment and supplies.
