Other Issues
Staff is in the process of checking whether other municipalities in the region hae created a
similar position(s). Staff will provide an update of any known information at the City Council
meeting.
When creating a new city position, it is advisable to establish a clear purpose that addresses some
unmet need, or the desire to capitalize on an identifiable opportunity. In addition, consideration
should be given as to how the position fits within the overall organizational structure, and what
effects it might hae on the current balance between various departments and esting
relationships that have been formed. Budgetary concerns should also be addressed, especially in
light of the City's existing structural financing gap within its core functions.
The City's current volunteer coordination efforts are conducted in a decentralized manner
through various departments. The Council should be aware that an effort to centralize the
volunteer coordination effort may hae unintended consequences. Careful consideration should
be made with regard to the personal relationships that hae been established over the years.
Compromising those relationships could conceivably lead to a decrease in the overall amount of
volunteerism.
Finally, if the Council determines that creating an on-going position to coordinate the volunteer
efforts is desirable, it may wish to consider creating the position on a part-time or temparary
basis at the onset. This would allow for a more comprehensive assessment of the types and
amounts of volunteer coordination needed, and provide greater flexibility in amending the
position's duties and responsibilities as the program evolves.
