4.12 The applicant's propose a six foot tall privacy fence along Harnline Avenue and a portion <br />of Oakcrest Avenue. Staff does not oppose the use of a fence. However, its style, <br />location and the need for integrated landscaping to complement the fence is necessary <br />(i.e. not simply a straight, board-on-board wood or stockade fence). <br />4.13 The proposed grading and utility plans are being reviewed by the Public Works <br />Department. However, the grading plan does not currently indicate how storm water <br />management will be addressed on the site. The applicantmust contact the Grass Lake <br />Water Management Organization (GLWMO) to review storm water management <br />requirements and work with Grass Lak� and the Roseville Public Works Department to <br />achieve compliance. Residential development sites less than 2 acres in size within the <br />GLWMO do not require on-site ponding. However, all drainage from hard surfaces and <br />roofed areas must be directed to Hamlimg Avenue and Oakcrest Avenue, away form the <br />residential properties on the east and south of the subj ect site. <br />4.14 No sidewalks are proposed for the dev�lopment, either along Oakcrest Avenue of <br />Hamline Avenue. The City currently maintains a trail that lies along the west side of <br />Hamline Avenue and extends from County Road C to County Road B2. The Community <br />Development Staff suggests that access to the comer via a sidewalk be included in the <br />proposal along the north side of lot 1 from the private access drive to Hamline Avenue. <br />4.15 The proposal calls for most interior treas to be removed from the parcel. However, trees <br />located along the west, north, and east boundary property line will be preserved. A tree <br />removal/preservation plan has been created by the applicant, which identifies those trees <br />to be removed and preserved. This plan must be modified to include the measures to be <br />used to protect all preserved trees, such as staking, fencing, and colored boundary. The <br />applicant has also proposed landscaping for the development. This plan will need to be <br />revised to include screening, berming and/or landscaping screening of parking areas, and <br />proposed buildings from adjacent residential properties to the north, south and east. <br />4.16 If approved the 8 town home units a�1d the associated land will be rezoned to <br />Planned Unit Developmentwith an underlying zoning of R-6, Townhouse District. <br />5.0 POLICY (Comprehensive Plan Consistency) & FISCAL IMPLICATIONS: <br />5.1 The ComprehensivePlan Goals and Policies include the following direction: From the <br />Roseville ComprehensivePlan (2002) — Goals and Policies - Page 7 of 21. The review of <br />these portions (below) of the Comprehensive Plan is necessary to determine if there is <br />policy direction to change the Plan's map of future uses to allow a moderate or higher <br />residential density designation.
