Hamline Avenue ("B" Minor Arterial)1�vith 9,000 ADT (2000) are not at capacity and can <br />easily absorb the added trips (a "trip" is defined as one vehicle entering or leaving a lot). <br />It is estimated that Hamline Avenue wi 1 have 17,770 ADT by 2010 and a maYimum of <br />21,450 ADT by 2020 (Source: Ramsey CountyTransportationPlan). This is similarto <br />Lexington Avenue. <br />6.2 The placement of inechanical equipme t can create visual and noise issues. Given the <br />proposal it is assumed that air conditio�ing (AC) units for the town homes will be placed <br />on the ground. <br />6.3 The City Code requires off-street parking to consist of two spaces for each dwelling unit, <br />of which 1 space will be within a gara��. In the case of the town home proposal, 2 sta11 <br />garages are included with each unit, wi�h an additional 2 vehicle spaces behind each <br />garage. Visitor parking is limited to 3�roposed stalls on the south end of the private <br />drive. Visitor parking must total 8 spa��� which can be accomplished by redesigning the <br />private drive to include parallel or 90 �e��e parking adj acent to each unit or selected <br />units. <br />6.4 The City has adequate sanitary sewer, ���m water, and water mains in place to support <br />the development project. The Public ��orks Department and the Grass Lake Water <br />Management Organization (GLWMO)� prior to Fina1 DevelopmentPlan consideration, <br />must review and approve all of these d ailed plans. Should the GLWMO require <br />substantial site modifications,the staff nd applicantwould return to the Planning <br />Commission for further review. <br />6.5 The Community Development Staff h� nat reviewed a site lighting plan and will work <br />with the Developer on an a���x�p���G ����� an� layout. The developer may want to <br />discuss options with Xcel Encr�} f�r r�si�cnkia� street lighting within the development <br />site. <br />7.0 STAFF RECOMIVIENDATION: <br />7.1 On March 4,2003, the City Planner pre�ented the proposal to the Planning Commission, <br />recommending approval of all four asp�cts (ComprehensivePlan amendment, <br />preliminary plat, rezoning, and General Concept PUD) of the Meadow View Homes <br />proposal, subiect to 9 conditions. <br />8.0 PLANNING COMMISSION ACTION: <br />8.1 On Wednesday, March 3,2994, the Rosleville Planning Commission held the public <br />hearing regarding the Meadow View Hdmes town home proposal. At the meeting a <br />number of adjacent property owners voiced their opposition to the redevelopment <br />proposal.
