City Council Regular Meeting — 05/10/04 <br />DRAFT Minutes - Page 4 <br />additional citizen involvement and receive a broader range <br />of input from the community. <br />Mayor Klausing responded that the City Council would be <br />shortly taking a comprehensive look at a11 City <br />commissions; and one item for discussion will be to <br />consider shorter terms for commissioners. <br />Mr. Roe concluded his comments by encouraging the City <br />Council to do a better job in communicating with residents <br />about items before the City Council and upcoming <br />discussions. <br />E. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn reiterated previous comments he brought <br />forward regarding his interpretation of the accuracy of <br />staff-prepared charts ranking the status of the City of <br />Roseville property taxes in comparison with other metro <br />cities. Mr. Kysylyczyn referenced page 9 of the 2004 <br />Budget book, and taxpayer monies versus user fees as <br />another form of taxation. Mr. Kysylyczyn further <br />referenced the Minnesota Taxpayer's Association, the State <br />Auditor's Website, and the availability of these sites and <br />their respective sources of information to citizens, as well <br />as a link established on his personal website. <br />F. Joe Rossini, 440 County Road C <br />Mr. Rossini, as a former Roseville firefighter, referenced a <br />recent Channel 9 television report concerning allegations <br />about the Brooklyn Park Fire Chief and comments related <br />to the City of Roseville's Fire Chief; requesting that the <br />"unprofessional behavior" of Fire Chief Gasaway be <br />investigated by the City Manager and City Council and not <br />"whitewashed" as in past issues. <br />At Mayor Klausing's prompting, City Manager Beets <br />responded to the comments relayed by Mr. Rossini. Mr. <br />Beets noted the process to file a complaint against a City <br />employee via written complaint through the City Manager, <br />as per the City's standing Ethics Resolution, at which time <br />a formal investigation will be performed.
