City Council Study Session — 05/17/04
DRAFT Minutes - Page 6
Councilmembers. Councilmember Kough noted the use of his
personal vehicle and fuel to transport volunteers to and from sites
during the clean up campaign, and sought reimbursement of the
fuel at a minimum. Councilmember Kough recommended that
the Council look at possible revisions to the existing ordinance.
Mayor Klausing sought clarification of Councilmember Kough's
request and preference as to Council action — whether it was for
reimbursement of this specific expense or consideration of
revising ordinance language related to broader reimbursement
policy for Councilmembers.
Upon Mayor Klausing's prompting, City Attorney Squires
referenced an opinion letter related to existing policy on
reimbursement for local expenditures of the City Council in
relationship to the stipend they received, and their analysis that
that stipend they received covered out-of-pocket local expenses;
and further opined that Councilmember Kough's example for
approximately $30 in fuel for the clean up day, was covered
within that existing policy as a local expense.
Councilmember Kough noted that, in hindsight, a City-owned
vehicle could have been used, rather than his personal vehicle.
Discussion ensued regarding the original rationale and purpose
of the existing ordinance language; compensation of private
citizens and/or volunteers; and a historical perspective of
reimbursement policies.
Schroeder moved, and Maschka seconded, approval for
reimbursement to Councilmember Kough for his personal
purchase of fuel for the City's clean up campaign, to be
reimbursed from remaining funds in the Keep Roseville Beautiful
budget in an amount not to exceed $30.00; and for consideration
of a re-evaluation of the reimbursement/stipend process in the
future.
Roll Call
Ayes: Schroeder, Maschka and Ihlan.
Nays: Klausing.
Abstentions: Kough
