Segment 2— Transition District; Lexington Avenue to Snelling Avenue (1 mile) <br />The segment of County Road B-2 that is between Lexington Avenue and Snelling Avenue is <br />transitional. There are still single family homes; however, almost the entire m�ile is abutted by <br />institutional or public uses along the south side. These include Roseville High School, Grace <br />Church, Cedarholm Golf Course, Ziinmerman Lake, and Mn/DOT's Water's Edge Building. <br />Between Lexington and Hamline, the street is approximately 32 feet wide, one lane in each <br />direction with 4 foot shoulders. There are drainage ditches and some catch basin structures <br />located on both sides of the street. There is a signalized intersection at Hamline where the street <br />transitions to a 41ane roadway with curb and gutter. Traffic counts are higher in this district, <br />between 8700 and 12700 ADT. Snelling crosses over B-2 with on/ off ramp signal lights on <br />either side of the bridge. <br />Currently there is a mile of pathway between Snelling and Lexington. The existing facilities do <br />not meet the width standards required for a multi-use facility, and are on the City's Capitol <br />Improvement Program for reconstruction. The condition ratings are between 35 and 58. A rating <br />of less than 70 is considered poor. The City owns 14 streetlights between Harnline and Snelling <br />Avenue that have been in place for over 30 years and require replacement. <br />Due to a need to widen the facility along the golf course, we would propose to replace the golf <br />course fence as a part of this project. The widening will not impact the current layout of the <br />Cedarholm Golf Course. <br />Proposed Construction for all alternates: <br />� Since the Lexington intersection is signalized, a safe pedestrian crossing can be <br />established to change the location of the facility. <br />� Construct an 8 foot wide bituminous pathway on the south side of County Road <br />B-2. <br />� Replace existing street lights with pedestrian level ornamental lighting. <br />� Widen pathway corridor under Snelling underpass to meet facility guidelines. <br />;� Correct drainage concerns along High School fkontage. <br />o Relocate and replace fence along golf course. <br />�r Widen pathway under Snelling Bridge to accommodate snow removal equipment <br />and meet Federal clearance guidelines. <br />o No additional right- of- way required. <br />�?
