Segment 3— CommercialDistrict; SnellingAvenue to Cleveland Avenue (1 mile) <br />SnellingAvenue to Fairview: <br />The properties along County Road B-2 between Snelling and Fairview Avenue are retail in <br />nature. These include Rosedale, Crossroads of Roseville, Rosedale Commons, Audio King, <br />Bremer Bank, and Wells Fargo Bank. <br />The street is between 65 and 80 feet wide, two lanes in each direction, curb and gutter, with a <br />center median. There are 5 signalized intersections including the one at Fairview each <br />intersection has additional lanes for turning movements. The traffic counts far this segment <br />exceed 20,000 ADT. We have limited street right-of-way throughout this district; however there <br />are sidewalk easements in some areas. <br />Currently there is a pathway along both the north and south sides of County Road B-2 in this <br />area. The north side is mainly a 6 foot concrete sidewalk that was constructed about 20 years <br />ago, the south side is a 6 foot bituminous pathway built 30 years ago. The existing facilities do <br />not meet the width standards required for a multi-use facility, and are on the City's Capital <br />ImprovementProgram for reconstruction. The condition ratings are between 6, 19, 53 and 77. A <br />rating of less than 70 is consideredpoor. <br />There is a significant wall (15-20 feet tall) along the Rosedale parking lot on the south side of the <br />street. <br />Faiwiew to Cleveland <br />Between Fairview and Cleveland, the street is between 47 and 60 feet wide, two lanes in each <br />direction. There is a mix of retail and industrial uses that include Rosedale Marketplace as well <br />as the Post Office. There are two controlled intersections, a 4 ways stop at Prior and a signal at <br />Cleveland. Traffic counts are 13000 ADT. Currently there is a concrete sidewalk along the <br />south side of the street with a condition rating of 72. There are power poles along the north side <br />of the street. The City owns 14 streetlights on this segment that have been in place for over 30 <br />years and require replacement. There is no on street parking in this entire district. <br />Proposed Construction <br />■ Between Snelling and Fairview, the sidewalk on both sides of the street. <br />� 6 foot concrete sidewalk on both sides of the street. <br />� Attached to back of curb on the south side <br />� Provide 5 feet of spacing between sidewalks and curb where possible on the north <br />side. <br />r� Where there is existing concrete sidewalk the City would perform maintenance <br />where needed. <br />� Since the west Snelling ramp is signalized, a safe pedestrian crossing can be made <br />to a two sided facility from the south side facility in the transition district. <br />� Construct pedestrian level ornamental lighting on both sides of the street between <br />County Road B-2 Trail <br />Feasibility Report <br />May 24,2004 <br />� � <br />
