'�,� It is estimated that the 11 on-site parlcing spaces with access to Dionne Street wi11 have <br />minimum vehicle movements, mostly utilized by visitors. Additional parlcing could be <br />constructed adjacent to this 1ot if demand is created, based on a proof of parlcing <br />agreement. <br />�.� The City Code requires off-street parlcing to consist of 1 enclosed space for every unit of <br />senior housing and 0.3 spaces per unit of visitor (surface) parlcing. The Code further <br />requires two spaces for each town home dwelling unit, of which 1 space must be <br />enclosed. The proposal for Green House Village includes 113 underground parlcing <br />spaces and 32 surface (on-site) spaces for a total of 145 parlcing spaces, which exceeds <br />the City Code requirement. The town house proposal includes 2 enclosed spaces for each <br />unit and 2 driveway parking spaces per unit for a total of 28 parking spaces. Although no <br />direct visitor parlcing spaces have been provided for the town home project, shared <br />parlcing just to the west can accommodate up to 10 vehicles. A proof of parlcing <br />a�reement wi11 be written with the develo�er to assure that, if needed in the future, the <br />site can accommodate additional parkin�. <br />'�.� Site lighting must be downcast and not shed glare at adjacent properties. The Community <br />Development Department has not reviewed a site lighting plan and wi11 worlc with the <br />Developer on an appropriate style and layout. The developer may want to discuss options <br />with Xce1 Energy for residential street lighting and within the development site. Lighting <br />adj acent to existing residential properties must be down cast. <br />�_� The placement of inechanical equipment can create visual and noise issues. Given the <br />proposal it is assumed that air conditioning units for the town homes wi11 be placed on the <br />ground. A11 units for the town homes must be placed on the north side of each unit and <br />screened from view. <br />�.8 In the case of the senior cooperative, it is assumed that heating, cooling, and ventilating <br />equipment and air conditioning units wi11 be affixed as wa11 units to the building fa�ade <br />and not placed on the roof or ground. However, should mechanical equipmentbe placed <br />on the ground or placed within roof cavities, those mechanical units must be centrally <br />placed and screened from view and include reduced noise 1evels. <br />7.9 Should an emergency generator be contemplated for the cooperative, the final site plans <br />must indicate the proposed location and the generator must meet a11 applicable State <br />decibellevels. <br />�.� RECOMN�NDATIONS AND CONDITIONS: <br />�. ! The staff recommends approval of this project concept and the four actions necessary to <br />begin preparation of final documents, subject to the 9 conditions detailed in the project <br />report submitted to the Planning Commission on May 5,2004. City utility services <br />already serve this site (or are in close proximity) and have adequate capacity to support <br />the new structures. Since this project does not meet the thresholds, no Environmental <br />Assessment Worksheet is required.
