the intent and policy directives of the City's Comprehensive Plan. The <br />Comprehensive Plan encourages a diversity for housing styles to meet the needs of all age <br />groups in a neighborhood— with that comes some changes in density. This is not unique — <br />throughout Roseville housing densities vary and adjoin each other. It is a unique strength <br />of Roseville, allowing residents to live a life time within one neighborhood, and near to <br />their suburban families. <br />8.2 Since this proposed higher density residential project is isolated from the adjoining <br />single-family homes and is located on a county collector road — as is encouraged in the <br />Comprehensive Plan, the project will have little or no pedestrian or vehicular impact on <br />the adjoining neighborhoods. In fact, for the neighbors to the east and west, the new <br />housing which will parallel Lexington Avenue may reduce noise and light from <br />Lexington retail areas. <br />PLANNING COMMISSION ACTION: <br />83 On May 5,2004, the Roseville Planning Commission held the requiredpublic hearing <br />regarding the Greenhouse Village request. At the hearing, Commission Members asked <br />questions of staff and the developer. Neighboringresidents also asked questions and <br />stated comments regarding the redevelopmentproposal A draft of the meeting minutes <br />are attached). <br />8.4 Specifically, Chair Mulder asked for a review of the surrounding properiy zoning; <br />Member Bakeznan sought information on fire protection; and Member Traynor requested <br />further detail on traffic and parking, the orientation of the structure, and screening and <br />landscaping. The City Planner, Mike Theis (developer) and Clark Wicklund (consulting <br />engineer) provided the details. <br />8.5 Citizens that addressed the Commission had specific questions and concerns regarding <br />water pressure, location of the town homes, screening, setbacks, construction dust & soil <br />contaminants, and the existing green house proposed to remain. <br />8.6 The Planning Commission voted (5-0) to recommend approval of all aspects of the <br />Greenhouse Village Properties proposal, subject to the conditions listed in Section 83 — <br />8.11, and including a modification to condition 8.7 to include soil contamination testing, <br />condition 8.8 to include modifications to landscape plan for screening east property line, <br />and a condition 8.12 to include a construction warker and deliveryplan to address <br />construction traffic and parking. <br />RECOMMENDED CONDITIONS: <br />8.7 The design of the two projects must complement each other and be compatible with the <br />general context and human scale of the neighborhoodfor both architectural design and <br />building materials. The cooperative proposals must include sloped roofs to lower over all <br />height and other architectural elements to further enhance the structure and reduce the <br />visual mass of the building.
