Mr. Pratt advised that the lower level system would be used primarily for training sessions, but that both areas would be accessible for the emergency generator. City Manager Beets advised Councilmembers that the dais display panels would be fully recessed in new dais. Councilmember Kough sought clarification on the expertise of the system's designers, and the City's recourse if it was found to be operationally inadequate. City Manager Beets advised that the City was utilizing the expertise of engineering personnel from C-TV and the Cable Commission, noting their expertise, and further noted that the equipment would be under warranty. Councilmember Schroeder opined that the City had very capable staff in this area; and noted that the expertise provided by C-TV was included in the community hours allotted to each City (100 hours) as part of the Cable Commission's franchise fee agreement. Maschka moved, Schroeder seconded, authorizing staff to purchase audio visual equipment off the state contract bid list in the amount of $26,048.45, plus tax and delivery charges from Alpha Video and $880 plus tax from EPA Video, as listed on the equipment price list for the system design charts as part of the staff report dated May 24, 2004.
