City Council Study Session — 06/21/04
DRAFT Minutes - Page 25
able to defer until their property was sold. Councilmember
Maschka supported scheduling reconstruction of County Road
B-2 in the City's ten year road improvement program, with
engineering performed in-house as time allowed.
Councilmember Maschka opined that it would be logical to deal
with the federal issue from Lexington to Walnut and hae staff
return with final numbers. Councilmember Maschka was not
supportive of undergrounding electrical wires in older
neighborhoods.
Maschka moved to direct staff to finalize the project for federal
grant funds from Lexington to Walnut; and proceed with further
negotiations with Ramsey County over the next year.
Further discussion ensued.
Councilmember Maschka clarified the intent of his motion to
accept federal grant funds for the section of pathway from
Walnut to Lexington; and to direct staff to proceed as necessary;
leaving the section of Lexington to Rice to return under the
City's road construction policy and plans at the discretion of staff
when it can be implemented into the City's work program; with
staff further directed to continue negotiations with Ramsey
County for turnback of County Road B-2.
Mr. Schwartz recollected, with Councilmembers concurring, that
the City Council had voted for the segment west of Lexington at
their May 24, 2004 meeting. Mr. Schwartz noted that, if staff
were to meet the federal funding application requirements for
final plans and specifications to be delivered for their approval,
staff needed to take action this week in providing notice to
engineering consultants to meet that schedule.
Maschka moved to direct staff not to proceed with construction
of pathway east of Lexington that would comply with federal
funding requirements. The motion died to lack of a second.
Mayor Klausing expressed confusion as to the Council's intent
and whether there was a consensus for either of the last two
attempted motions.
