City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 9 <br />Council. <br />1) Ms. Lauer advised that over the weekend on Friday and <br />Saturday, July 9 and 10,2004, she had planned a garage sale, <br />and prepared to post signs the preceding Thursday, July 8, <br />advertising the sale at various locations, as had been an <br />annual custom for several years. Ms. Lauer had been <br />informed by personnel of the Roseville Police Department <br />that state statute prohibited the placement of such signs, <br />placement of further signage was prevented, and those <br />already placed were allegedly removed by the officers. <br />Upon contacting the Police Department, Ms. Lauer <br />apparently had that information confirmed regarding garage <br />sale sign placement. Ms. Lauer questioned why this had not <br />been an issue in the past, if the ordinance had existed <br />previously; and also questioned why the ordinance was not <br />uniformly enforced (i.e., political signs and/or garage sale <br />signs). Ms. Lauer opined that she was not supportive of such <br />an invasive ordinance, and recommended that if one existed, <br />it appeared petty, and requested that it be changed to allow <br />rummage sale signs. <br />2) Ms. Lauer's second complaint was regarding her neighbor's <br />property at 2424 Dale Street and consistent code <br />enforcement issues that continued at the property (i.e., no <br />garbage collection; long grass; exterior of home needs <br />repair). Ms. Lauer noted that she had been in touch with the <br />City's code enforcement representative, Mr. Rick Talbot, <br />who had apparently concurred that the property had been <br />problematic over at least the last seven years. Ms. Lauer <br />recognized that Mr. Talbot was forthright in his follow up <br />with Ms. Lauer, but there appeared to be an issue with the <br />neighbor complying with code enforcement issues. Ms. <br />Lauer advised that other neighbors were in agreement with <br />her concerns, but that her property, since it adj oined 2424 <br />Dale Street, was the most impacted. Ms. Lauer requested <br />that the City pursue more adamantly a solution to this <br />recurring problem. <br />Mayor Klausing requested comment from City Manager Beets. <br />
