City Council Regular Meeting — 07/12/04 <br />DRAFT Minutes - Page 10 <br />City Manager Beets responded that he would need to investigate <br />the City's ordinance related to the garage sale sign issue to <br />determine if it was a placement, rather than a subject, situation. <br />City Manager Beets also noted that he needed to explore with <br />the Police Department what state statute was being referenced, <br />and asked for time to investigate the matter further. <br />Mayor Klausing directed City Manager Beets to investigate the <br />allegation and report back to the City Council and Ms. Lauer <br />related to the garage sale sign issue; as well as the status on the <br />nuisance property located at 2424 Dale Street. <br />B. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn offered his comments on the previous sign <br />issue, noting that signs could not be posted on utility poles <br />within the City of Roseville. Mr. Kysylyczyn noted that his <br />past conversations with Mr. Talbot, indicated that during the <br />community garage sale weekend, code enforcement personnel <br />were more lenient, but apparently the Police Department was <br />suddenly taking initiative to monitor the situation more closely. <br />Mr. Kysylyczyn questioned why a copy of Agenda Item #10 <br />entitled, "Overview of Proposed City Budget for 2005 and <br />Review of City Council's Budget Review Schedule," had not <br />been provided through the City Council packet information or <br />on the internet for public information. <br />City Manager Beets responded, at Mayor Klausing's request, <br />that the document had not been completed in time for inclusion <br />in the packets, and due to its length, was not as yet completely <br />scanned for internet purposes. Mr. Beets assured Mr. <br />Kysylyczyn that a copy was available at City Hall, and scanning <br />would be completed as soon as possible; and offered Mr. <br />Kysylyczyn his copy for review at tonight's meeting. Mr. Beets <br />noted that neither document would be discussed in detail at <br />tonight's meeting, and had been provided to Councilmembers <br />for reference and their personal review at this time; noting that <br />Finance Director Chris Miller would be reviewing the proposed <br />schedule only tonight, as previously addressed orally and in <br />writing on past agendas. <br />
