City Council Regular Meeting — 07/12/04 DRAFT Minutes - Page 10 City Manager Beets responded that he would need to investigate the City's ordinance related to the garage sale sign issue to determine if it was a placement, rather than a subject, situation. City Manager Beets also noted that he needed to explore with the Police Department what state statute was being referenced, and asked for time to investigate the matter further. Mayor Klausing directed City Manager Beets to investigate the allegation and report back to the City Council and Ms. Lauer related to the garage sale sign issue; as well as the status on the nuisance property located at 2424 Dale Street. B. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn offered his comments on the previous sign issue, noting that signs could not be posted on utility poles within the City of Roseville. Mr. Kysylyczyn noted that his past conversations with Mr. Talbot, indicated that during the community garage sale weekend, code enforcement personnel were more lenient, but apparently the Police Department was suddenly taking initiative to monitor the situation more closely. Mr. Kysylyczyn questioned why a copy of Agenda Item #10 entitled, "Overview of Proposed City Budget for 2005 and Review of City Council's Budget Review Schedule," had not been provided through the City Council packet information or on the internet for public information. City Manager Beets responded, at Mayor Klausing's request, that the document had not been completed in time for inclusion in the packets, and due to its length, was not as yet completely scanned for internet purposes. Mr. Beets assured Mr. Kysylyczyn that a copy was available at City Hall, and scanning would be completed as soon as possible; and offered Mr. Kysylyczyn his copy for review at tonight's meeting. Mr. Beets noted that neither document would be discussed in detail at tonight's meeting, and had been provided to Councilmembers for reference and their personal review at this time; noting that Finance Director Chris Miller would be reviewing the proposed schedule only tonight, as previously addressed orally and in writing on past agendas.
