Mr. Anderson recommended that the <br />City Manager's Assistant not be the recipient, as it would put <br />her in an unfair position in her working relationship with the <br />City Manager. Mr. Anderson noted that evaluations could be <br />mailed or sent by secure fax transmission to the designated <br />recipient. <br />City Attorney Anderson was asked for his opinion by Mayor <br />Klausing on the recommended sample forms provided fr�rrY the <br />City of Little Canada. Mr. Anderson responded that they <br />appeared to be thorough and covered the areas of responsibility <br />outlined for the City Manager in the Plan B form of <br />government. <br />Councilmember Schroeder questioned whether the City of <br />Roseville had any evaluation form, other than that used for <br />employees, applicable for the City Manager's evaluation <br />process; and questioned what standards were acceptable, based <br />on the City Manager's job description, for evaluation. <br />City Manager Beets advised that all three sample forms were <br />applicable; and concurred that use of a Paralegal or Clerk at the <br />City Attorney's office as the designated recipient was prudent. <br />Mr. Beets questioned, if the lower level employee evaluation <br />form was used, how the random participant selection process <br />was determined. <br />Mayor Klausing suggested that the City Manager's Assistant <br />could distribute the blank evaluation forms, with a return <br />envelope addressed to the City Attorney's Office, at the <br />attention of the appropriate designated recipient, for evaluation <br />and collation of the data. <br />Councilmember Schroeder suggested a cut off date for response <br />time. <br />Mayor Klausing concurred with Councilmember Schroeder's <br />comments; noting that he would like more time to review the <br />forms and applicable standards. <br />
