Thomas Paschke <br />City Planner <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113-1815 <br />Dear Thomas: <br />RE: Roseville, Minnesota <br />Real Life Church <br />Grandview Avenue and Chatsworth Street <br />SEHNo. A-ROSEV9801.00 14.00 <br />We have reviewed the site plan and the City staff report forwarded to us on July 8, 2004 relating to the <br />Real Life Church request for a conditional use permit. A conditional use permit requires the City to <br />consider impacts of traffic and the impact on general public health, safety, and welfare. As such, we have <br />calculated the anticipated trip generation from the church and reviewed the traffic operation of the <br />parking lot and the on-site roads, as well as the surrounding street system. <br />Estimating trip generation at churches can be difficult. There are a number of studies, but there is a lot of <br />variation in the results of the studies. The number of trips is generally related to the number of seats in the <br />worship area. However, the number of trips is modified by simultaneous activities that take place in the <br />buildings, such as children worship services, educational sessions, or study groups. The number of <br />services held and the ti� between the services impacts the peak loading of the traffic generated by the <br />facility. Generally, there is also considerable variation based on the time of the year with low volumes <br />occurring in the su�a.er and higher volumes occurring during holidays and especially church festivities <br />and holidays. <br />'Th� maj�r �mpact �f' �ur�h traffic is on Sunday mornings. �ris is generally the time of the week when <br />tr�f�ic. fln �djaccat ��s at its lowest daytime activity. Secondary traffic impacts usually occur on the <br />traditir�l 1Yc�da� night periods, although individual churches may have impacts on other weekdays. ���"` � <br />���i�E�� S�i�d,�}�• $�Ri�ities will also have some impacts on traffic on the surrounding street syst�m. <br />Calculating the �€�inber of trips by estimating traffic from the size of the church, the number of s�. � <br />potenhal ��nt activities, and the availability of parking, we estimate the peak hour of traff�c w�oald <br />occur sc�reelime �unday morning with a volume of approximately 250 vehicles. This assumes � <br />traffic fraFn vr�e service will occur within a short timeframe of the arrival traffic for the fall�wi� �, <br />Based on the number and size of rooms available for Wednesday night activities, and tollaw�� p�a� <br />observed and calculated for other churches, we would estimate the peak hour on a��dne�d��+ +�+�auld <br />have a maximum peak hour traffic generation of 80 vehicles. <br />There are a number of approaches from a regional transportation system to the church site. Traffie on the <br />east from Highway 36 is anticipated to use both the Dale Street exit and Lovell Avenue and the Lexington <br />Avenue exit and Grandview Avenue.
