Mr. Thomas Paschke <br />July 15,2004 <br />Page 2 <br />Lexington Avenue exit and Grandview Avenue. Traffic from Roseville and St. Paul from the south will <br />primarily use Lexington Avenue with some traffic on Victoria Street. Traffic coming from areas to the <br />north will use either Lexington Avenue or other roads and County Road B2 to Chatsworth Street. <br />Based on the location of the parking lots at the site, it is anticipated more than half of the traffic will use <br />Grandview Avenue towards Lexington Avenue. Less than one-quarter of the traffic will use Lovell <br />Avenue to the east to reach either Victoria Street or Dale Street. The remaining traffic will primarily use <br />Chatsworth Street and County Road B2 to either the east or west. <br />In the peak hour on Sunday, it is anticipated there would be 86 eastbound and 56 westbound vehicles on <br />Grandview Avenue. This is compared to an estimated 47 total vehicles presently generated by the church <br />on Grandview Avenue. <br />On Sundays, there are low volumes of traffic on adjacent streets, except that generated by other churches, <br />such as King of Kings Church on Dale Street. Immediately following or preceding a church service, <br />church traffic volumes on Grandview Avenue will be noticeable, and some short congestion or delays will <br />occur at intersections of Grandview Avenue and Lexington Avenue and, to a lesser degree, Chatsworth <br />Street and County Road B2. These should only last 5 to 10 minutes and will present no safety hazards. As <br />an example, the 56 westbound vehicles on Chatsworth Street will be spread over a 5 to 10 minute period, <br />meaning 5 to 10 vehicles per minute will be traveling on Chatsworth Street. <br />On Wednesdays, the volumes from the church will be less noticeable, but other traffic will be higher. <br />With the multiple directions of approach, there will be no congestion on the city street system caused by <br />the Real Life Church. <br />For comparison purposes, we estimate the church on a Sunday would generate a total of approximately <br />500 vehicles the entire day. On a Wednesday, we estimate the church would generate approximately 200 <br />to 250 vehicle trips. The remaining five days of the week would generate approximately 100 vehicles per <br />day. If the area was developed into 14 single family units, it would generate approximately 140 trips per <br />day. If there were 40 multiple dwelling units on the site, it would generate approximately 280 vehicles per <br />day. These would occur six days a week with a slightly lesser volume on Sundays. <br />Site Plan <br />The new parking lot is on the west side of the proposed addition to the building. An entrance to <br />Grandview Avenue is proposed for the far west end of the parking lot. This means much of the traffic will <br />enter the parking lot from the west side, park, and then the pedestrians from the vehicles will walk to the <br />east. This will minimize vehicle-pedestrian conflicts. <br />Traffic from the east will probably be oriented to the existing parking lot and again, with the entrance on <br />the east side, have minimum conflicts between entering vehicles and pedestrian movements. <br />The parking and travel aisle along the north side of the building is only 25 feet in width. Thus, if there is a <br />vehicle stopped at the curb for passenger discharge or pickup, there is only one lane remaining. A second <br />concern is that traffic traveling east on Grandview Avenue will be unable to make the 180 degree tum to <br />travel back west in the circulation aisle on this site north of the church. One potential solution to these two <br />concerns would be to designate the aisle on the north side as one-way eastbound. This would make the <br />east entrance an exit only and may facilitate better flow of traffic within the parking lot and along the <br />north side of the building. <br />
