Mr. Thomas Paschke
July 15,2004
Page 3
The second option, to retain the two-way movement on Iti aisle, would be to put a curve in the roadway
to place the road further away from Grandview Avenue at the east entrance. This would potentially
eliminatethe six parking spaces and create some intrusion into the sidewalk area outsidethe entrance.
An option to increase parking is to provide west facing parking stalls on the west end of the parking lot
and move the entrance further to the east and eliminate eight parking stalls by moving the channelizing
islands further east also. This may interfere with snow removal and storage.
Circulation for trash pickup vehicles is adequate with the shown locations of the trash enclosure and the
general geometric design. Delivery vehicles, although rare, also have ample opportunity to travel onto and
through the site.
A future parking lot of 18 vehicles is shown with a connection to Lovell Avenue. If a connection to
Lovell Avenue is made, we would anticipate employees and visitors from the Rose of Sharon Manor
would use the entrances as a cut-through to reach Grandview Avenue without traveling all the way to
Chatsworth Street. With the amount of on-street parking, it may also be an option for employees to park
in the church parking lot. That may create conflicts with the church use on certain days, but would
eliminate some of the on-street parking that now takes place. The pros and cons of the connection from
Lovell Avenue to the parking lot should be considered before it is built.
In summary, the only problem in the site circulation exists on the aisle on the north side of the church and
some solutions are available. The amount of traffic generated by the church is relatively sma11 except for
the peak period on Sunday mornings when traffic on the adjacent streets is at its lowest daytime volume.
The volumes are dispersed in three different directions and should not create any problems other than
some short backups and congestion on westbound Grandview Avenue at Lexington Avenue.
If you have any questions or need any additional information, please contact me at 651.490.2045,
Sincerely,
SHORT ELLIOTT HENDRICKSON INC.

Glen'v aii Wormer, `E
Senior Transportation Engineer
tlo
c: Tom Sohrweide, SEH
■'{+w.c+dllUh... ..c..lin]'1504.Joc
