Plannin� File 3583: Request by Real Life church for a ConditionalUse <br />Permit to allow the constructionof a 420 seatworship center, lobby, <br />restrooms and additional parking to their existing facility at 2353 <br />ChatsworthAvenue. <br />Chair Mulder opened the hearing and requested City Planner Thomas Paschke to present <br />the verbal summary of the staff report dated July 7,2004. <br />Rea1 Life Church seeks approval to construct an 8,302 sq. ft., 408 seat, worship center <br />addition on to their e�sting facility (west and south sides) at 2353 ChatsworthAvenue, <br />which improvement also includes a small expansion to the current lobby, additional <br />parking (78 spaces), site grading and drainage, and landscaping. <br />16 The proposed worship center structure has a footprint of roughly 6,650 sq. ft, e�ending <br />17 on to the west side of the e�sting church. The proposal also includes a 550 sq. ft. lobby <br />18 addition and an 800 sq. ft. restroom addition, both on to the south side of the existing <br />19 church. These <br />distances exceed the respective 30 foot and 10 foot required setbacks <br />Additional parking is required and will be accommodated through the installation of a <br />new parking lot. The proposed lot will have two access points on to Grandview avenue <br />and accommodate 90 vehicles. A future parking lot expansion for 18 vehicles would <br />create an additional access on to Lovell Avenue. The proposed parking lot would be <br />constructed to the west of the new worship center to within 21 feet of the west property <br />line; 10 feet to the north property line, and 75 feet from the south property line. <br />Mr. Paschke explained the structure, heights and materials. <br />Staff recommended approval with conditions in the proj ect report. <br />Chair Mulder asked if the parking lot must have curb and gutter. Thomas Paschke <br />explained that the staff works to direct flow to the low areas through curb cuts in new <br />parking lots. The e�sting parking lot is not being modified. <br />Member Boerigter asked for details on the parking lot and capacity of the pond. Is it <br />adequate? (designed to meet watershed requirements by civil engineer) <br />Member Pust asked for details of new basement uses (storage). <br />Len Vollen, Board member of Rea1 Life Church, explained the limitation of existing <br />facilities. <br />Dennis Batty, the church's architect, explained the site coverage will be 53 % or 71,000 <br />
