Citv ManaQer Recommendation # 15 : To Reduce the Length of Ice Season at the OVAL by 3 weeks <br />Impact Statements: A shortened ice season at the OVAL has the following potential consequences; <br />� This year we have established the skating season to be November 12 — March 1 which negatively <br />impacts all user groups' ability for meets, tournaments, practice and competition ice time, etc. <br />• Reduced opportunities to bring people into the community resulting in loss of peripheraUopportunity <br />revenues that will be realized by businesses city-wide. Visitors to the OVAL are spending money in <br />Roseville, they buy gas at the local filling stations, they dine in area restaurants, they stay in Roseville <br />hotels, they shop at local stores and shopping centers, they use community resources — license center, <br />trail system, and they are exposed to City services. <br />• Loss of positive opportunities for our youngsters, oldsters and families to get involved in. The <br />alternatives are many times not good <br />• Reduces the purpose of having such a unique facility— the OVAL is often the only outdoor ice in the <br />Twin Cities during the months of November, early December, late February and March. <br />■ The uniqueness of the facility brings out the media to do special interest stories, report the weather. <br />Media coverage like this provides the City with valuable exposure and promotion that we could not <br />afford to pay for out right. <br />• PotentiaUpossible Lost Revenues <br />o Reduced months of operation may devalue the contract currently providing the center with <br />revenues — Coke, K2 and other potentials. Corporations may not compensate at a rate similar to <br />the past when we operate a shortened season. <br />o Lost vending revenues with the potential to impact the existing vending contract. <br />o Shortened season may affect the current concessions contract, a shortened season means less <br />opportunities to generate revenues. <br />o Reduced room rentals because there will be no skating to coincide with room usage. <br />o Reduced season pass sales — why buy a season pass for the coldest months of the year. <br />o Reduced window for winter programming. A shortened season will impact the fees and <br />programming efforts for all youth and adult skating programs. <br />o Lost youth hockey ice rental due to the shortened season. <br />o Reduced Public Skating <br />o Reduced School Group Rentals <br />o Loss of season ice time for all skating groups and skaters in general <br />• Loss of established community sporting events <br />o Local events, bandy tournament, speedskating meets, etc. <br />o Regional, nation and international speedskating events <br />A shortened ice season will significantlyimpact the level of staffing the OVAL. Well trained part-time <br />staff are difficult to keep when the commitment for employment is only 10 to 12 weeks. High rates of <br />staff turnover can result in decreased service and compromised safety level. <br />7 <br />
