�.Y BACKGROUND: <br />�. ] Speedway SuperAmerica holds a CONDITIONAL USE PERMIT to operate a <br />SuperAmerica Fuel and Convenience Store located at 23 80 County Road D. In the <br />original approval, no outside sales, display or storage was permitted. <br />�,� The CUP permit is also requires approval by the fire marshal and building inspector of <br />the site. <br />�.� The 74,488 square foot (1.7 acre) rectangular shaped parcel is located in a B-2 Business <br />Zoning District, and the Comprehensive Plan designates the property as Business. <br />Adjacent land uses include office building to the west and south, retail across Old <br />Highway 8 to the east, and retail across County Road D to the north. <br />�.� The property is currently occupied by a 4,556 square foot convenience store and car wash <br />building pumps and a 3,270 square foot canopy. Based on previous CUPs for this type <br />request, 2% of the building area has been used for exterior display and storage adj acent to <br />(and not more than 3 feet from) the front wall of the building. Based on the 2% concept, <br />the proposed use would occupy appro�rnately 91 sq. ft. of the space adj acent to the front <br />building wall. <br />4_� This building was built in 1995. Prior to this the site was occupied by Chesters a <br />restaurant/coffee shop/cafe. <br />�,� There are currently 15 gas/convenience stores throughout Roseville. <br />5.� REVIEW OF PROPOSAL: <br />�. l Improvements for the storage and display would be on the exterior shell of the building. <br />No new entry is proposed. Storage and display would be placed adjacent to the front <br />building wa11 and was previously proposed near the pumps on the pump islands <br />5.� There is adequate parking for the site utilizing a parking ratio of 5 per thousand feet of the <br />retail building. Based on similar experiences, this use will not increase the need for <br />additional parking. <br />�.;� It is anticipated that the majority of retail sales fr�m this outdoor display area will be by <br />existing customers. SuperAmerica feels the storage has not been target of vandalism or <br />theft. <br />�.� Staff has also reviewed existing site conditions and concluded that the overa111ot and site <br />exterior landscape maintenance is adequate for the outdoor display and storage operation <br />but should be limited in scope. <br />�, 5 The e�erior of the building will not change. <br />PF3588 - RCA 08/23/04 - Page 2 of 5 <br />
