�_� REVIEW of REQUEST: <br />�. L Target Corporation seeks approval of a COMPREHENSIVE LAND USE MAP <br />AMENDMENT changing the existing land use designation of from Shopping Center <br />(SC) and Limited Business (LB), to Business (B); PRELIMINARY PLAT to combine 5 <br />parcels into 2 lots; approval of a REZONING from Shopping Center District (SC) and <br />Limited Business District (B-1) to General Business District (B-3); and to VACATE <br />certain PUBLIC EASEMENTS throughout their property. <br />4_� The actions being requested would allow Target Corporation to redevelop the <br />approximately 16 acres that includes the existing 123,000 square foot Target and 40,000 <br />sq. ft. State Farm office building into a 182,882 square foot Super Target and an 7,500 <br />square foot stand alone retail/restaurant structure (adjacent to County Road B), both <br />consistent with the requirements of the Roseville City Code, specifically Sections 1005 <br />(Business Districts) and 1010 (Design Standards). <br />4, 3 The existing parcels are occupied by the T-1 (first Target) Target store with a <br />Comprehensive Land Use Map designation of SC, Shopping Center and the former State <br />Farm Insurance building which has a Comprehensive Land Use Map designation LB, <br />Limited Business. The subject parcels lie within Comprehensive Plan's Planning District <br />10. <br />�.� North of Target is Wellington's Department of Education building (former State Farm <br />Headquarters) zoned B-1; south is Har Mar Shopping Center zoned of SC; west adjacent <br />to the Target parking lot are small offices, retail, and a restaurant (Perkins) zoned SC; <br />further west is Snelling Avenue and the small shops across Snelling, zoned B-3; and to <br />the east is Rosemall Apartments, zoned B-1 and the Good Samaritan Center, zoned B-1. <br />�. � In 1962 Target occupied a building originally built for Jubilee Stores (Jubilee never <br />occupied the structure), which became the first Target store, referred to as T-1. From <br />1962 to 1987 a supermarket occupied space next to the Target, including Applebaum's <br />and later Knowlan's. In March of 1988 Target applied for a building and parking lot <br />setback variance to allow the remodeling and expansion of the structure at 1515 County <br />Road B. Since then, there have been subsequent modifications to the structure, which to <br />staffs knowledge did not required formal (City Council) approval. <br />�.� STAFF COMMENTS & FINDINGS: <br />COMPREHENSIVE LAND USE MAPAMENDMENT: <br />Historical Review: <br />5. I The original Com�rehensive Plan for Roseville was com�leted and ado�ted b� the <br />Villa�e of Roseville in 1956.
