5.2 In 1969 the Village adopted an amended version of the Comprehensive Plan which <br />document created the existing Planning District Neighborhoods; provided the <br />identification of three "shopping centers" within the Village (Larpenteur Avenue at <br />Lexington Avenue, Har Mar Mall/Target, and Rosedale); and designated the Target site <br />and the parcels to the west and the parcel north of Commerce Street as Shopping Center <br />and the parcel east of Pascal Street as Limited Business. <br />53 In 1979 the City of Roseville adopted a Comprehensive Plan that included goals and <br />policies for commercial uses and continued to identify the area north of County Road B, <br />south of Commerce Street, west of Pascal Street and East of Snelling Avenue as <br />Shopping Center. <br />5.4 The 1994 Plan, updated in 1998 and affirmed eachyear since, all designated the subject <br />site and the four parcels in the northeast corner of Snelling Avenue and County Road B as <br />Shopping Center. <br />5.5 Research has also been completed on zonin�, which review concludes that the original <br />zoning map and ordinance for the Village of Roseville designated the area north of <br />County Road B from Snelling Avenue to Pascal Street, north to Trunk Highway 36, as <br />Shopping Center. Under this designation (1959) it states: "In order to provide for <br />modern retail and service facilities of integrated design in appropriate locations, the <br />"SC" Shopping Center District is hereby established. It is intended that <br />development within the Shopping Center District be designed and developed as an <br />integrated unit according to an overall plan". The zoning of these parcels remained <br />until State Farm redeveloped their offices at 1500 Commerce Street, when the zoning of <br />the triangular parcel north of Commerce Street, east of Snelling Avenue and south of <br />Trunk Highway 36, was rezoned to B-1, Limited Business to be consistent with the office <br />building. <br />5.6 Section 1002.02 (Definitions) defines a shopping center as: "a �a�� of four or more <br />contieuous units combined in a sin�le, architecturallv unified buildin� containing at <br />least 40,000 square feet of commercial gross area, located on a single site, along with <br />on-site parlcing which is provided in direct relationship to the types and sizes of <br />stores contained within the building" (Ordinance 958 —1984) (underlying added for <br />emphasis by Staf�. <br />Present Review: <br />5.7 In review of the historical maps and definitions on file, the City Planner is unable to <br />determine/conclude why both the Shopping Center Comprehensive Plan land use and <br />zoning designations have been applied to the Target site and the four separate parcels to <br />the west (Midas, the office building, Perkins, and the car wash).
